This from Liberty Resources Customized Community Transportation (CCT) has clarified two long-standing policies:

To cancel a ride without penalty, you must call the Control center at least two-hours in advance of the time you agreed upon (your confirmed request time) when you made your reservation. If you dont call in advance of the two-hour limit, five or more cancellations within the two-hour late period will result in suspension and loss of a standing order.

The Zone 2 Trailpass can be used on any mode of transportation within the SEPTA system and within Zone 2. However, the Trailpass covers only the $3.50 base fare. You must pay any additional amount needed to get to your destination. If the reservationist tells you the fare will be $5.50, you are responsible for the additional $2.
